The difference between the phrases ‘I forgot’ and ‘I almost forgot’

Is it that when you ‘almost forgot’ something, you remember it at the last moment. When you ‘forgot’ something you never remember it at all??

No doubt, you will have been in the situation when you are doing something and you see or hear something that reminds you, that, this or that needs to be done or sorted.

Would it not be beneficial to have a reminder system that neither ‘forgets’ or ‘almost forgets’ so you do not ‘forget’ or almost forget?’
